| Resumen : | A raíz de la crisis, social, política y humanitaria, Venezuela se ha convertido progresivamente en el mayor emisor de migrantes y refugiados de América Latina, con aproximadamente medio millón de personas residiendo en Ecuador y 367,9 mil en tránsito. Por lo que, en el afán de garantizar, la no discriminación, igualdad y el acceso a los derechos y garantías de las que debe gozar un ser humano, especialmente si se encuentra en situación de vulnerabilidad por su condición migratoria, se analizó el ¨Plan Integral para la Atención y Protección de la Población Venezolana en Movilidad Humana en Ecuador¨ a través, de un enfoque cualitativo, empleando los métodos; exegéticos-jurídicos, inductivo-deductivo y analítico-sintético. Así mismo, se realizó una revisión documental, en la cual se recolectó información, doctrina y normativa, infiriendo que las estrategias dirigidas para la atención y protección del flujo migratorio venezolano, no han podido cumplir las garantías mínimas planteadas en sus premisas. Por lo que la normativa de protección de derechos en el ámbito social y jurídico ha sido insuficiente. |
| Abstract: | As a result of the social, political and humanitarian crisis, Venezuela has progressively become the largest emitter of emigrants and refugees in Latin America, with approximately half a million people residing in Ecuador and 367.9 thousand in transit. Therefore, in an effort to guarantee non-discrimination, equality and access to the rights and guarantees that a human being should enjoy, especially if they are in a situation of vulnerability due to their migratory status, the ¨Comprehensive Plan for the Care and Protection of the Venezuelan Population in Human Mobility in Ecuador¨ was analyzed through a qualitative approach, using the methods; exegetical-legal, inductive-deductive and analytical-synthetic. Likewise, a documentary review was carried out, in which information, doctrine and regulations were collected, inferring that the strategies aimed at the attention and protection of the Venezuelan migratory flow, have not been able to comply with the minimum guarantees proposed in their premises. Therefore, the regulations for the protection of rights in the social and legal sphere have been insufficient. |
