Ítem Acceso Abierto Análisis de las Políticas Públicas emitidas desde la Constitución del Ecuador del 2008, en relación al Fenómeno de la movilidad humana con énfasis en la migración de retorno(Universidad Católica de Cuenca., 2021) "Moreno Sarmiento, Marissa Estefania, Darwin Fernando Quezada Barros; Vallejo Cárdenas, Paola Priscila; 0104441571, 0105884407Ecuador is a country that has undergone different processes of human migration in which this migratory waves it has had to face have been constantly mutating according to the political, economic, and social conditions of the country; the Ecuadorian State has gone from being a country tending to have only emigration to become a country that receives migrants. Nevertheless, there is a type of migration to which both the government and academia have not paid the necessary attention, this is the so-called Return Migration, the public policies established in Ecuador following the enactment of the Constitution of 2008, have been insufficient to respond to the needs of migrants, The public policies established in Ecuador following the enactment of the 2008 Constitution have been insufficient to provide answers to the different problems that arise in the migration processes, especially when it comes to the reintegration of migrants who have decided to return voluntarily to Ecuador, this paper aims to analyze the problem of migration, highlighting the different migratory waves that have occurred in Ecuador, emphasizing the return migration and making visible the effectiveness of the response given by the Ecuadorian State based on the infra and supra-constitutional regulations aimed at protecting the human rights of this population group and their families.
