dc.description	El objeto de esta investigación fue realizar un análisis concreto sobre la vulneración al derecho a la seguridad jurídica, por la falta de ordenanza para poder gestionar y regular las actividades de los agentes civiles de tránsito en el Cantón Azogues; es así que para lograr el resultado investigativo se desarrolló una investigación con enfoque cualitativo, empleando el método dogmático- jurídico para así poder interpretar, analizar a detalle el tema de estudio y como resultado del mismo, pudimos constatar que el municipio del Cantón Azogues no toma en cuenta las normativas correspondientes para un buen desarrollo, gestión de sus entidades, vulnerando así el derecho a la seguridad jurídica de los partícipes en el programa de formación para agentes civiles de tránsito y de la ciudadanía en general, para de esta manera concluir con la idea de que las ordenanzas son de suma importancia dentro de los GAD para su correcto y legal funcionamiento.
dc.description.abstract	This research aimed to analyze the infringement of the right to legal certainty due to the lack of ordinance to manage and regulate the civilian traffic agents' activities in the Azogues Canton. A qualitative research approach was developed to achieve the investigative outcome, employing the dogmatic-legal method to interpret and analyze the study topic in depth. interpret and analyze the study topic in detail. As a result, it was evidenced that the municipality of Azogues Canton breaches the corresponding regulations for the proper development and management of its entities, infringing upon the right to legal certainty of the participants in the civil traffic agents training program and the general public. It was concluded that ordinances are of utmost importance within the Autonomous Decentralized Governments (GAD by its Spanish acronym) for their proper and legal functioning.
