dc.description	En la presente investigación se determinó los derechos constitucionales vulnerados ante la falta de normativa para la legalización de bienes mostrencos en el área urbana del cantón Biblián. La investigación se realizó con la aplicación del método dogmático• jurídico y el analítico - sintético mismos que permitieron el cumplimiento de los tres objetivos específicos. Las técnicas que fueron utilizadas fueron la revisión de fichas bibliográficas y de igual forma se procedió a estudiar un caso emblemático. Los Gobiernos Autónomos Descentralizados se encuentra vulnerando el derecho a la vivienda, a la propiedad, a la vida digna y a la seguridad jurídica, establecidos en la constitución, la institución antes mencionada tiene la obligación de regular los bienes mostrencos urbanos dentro del cantón mediante una ordenanza con el objetivo de regular la legalización de dichos bienes. Con la ordenanza se pudo evitar la vulneración de los derechos constitucionales antes mencionado a aquellas personas que están en posesión de los bienes sin título justo.	es_ES
dc.description.abstract	This investigation determined the constitutional rights violated by the lack of regulations for legalizing unclaimed property in the urban area in Biblián cantan. The research applied the dogmatic-legal and analytical-synthetic methods to accomplish the three specific objectives. The techniques used were the review of bibliographic files and the study of an emblematic case. The Decentralized Autonomous Governments are violating the right to housing, property, dignified life, and legal security established in the constitution; the institution above-mentioned should control unregulated urban property within the cantan through an ordinance to rule the legalization of such property. With the ordinance, it was possible to avoid violating the aforementioned constitutional rights of those persons with property without legal title.	es_ES
