The research aims to assess the vulnerability of these dwellings to seismic scenarios that pose a threat to the safety of their inhabitants considering that Ecuador is located in one of the regions with the highest seismic activity in the world. The main objective of this study is to evaluate seismic vulnerability and identify the predominant construction systems in houses located in the urban area of Cañar Canton, through the application of the FEMA P-154 form. The goal is to determine the level of vulnerability of the houses to seismic events, differentiate the predominant construction typologies, and propose recommendations for risk mitigation. The methodology included on-site data collection process, gathering construction information from the buildings. Subsequently, a rapid evaluation method was applied, based on a visual inspection and the recording of relevant structural attributes to identify the vulnerability level of each building. The results obtained allowed an appropriate classification of the housing vulnerability to seismic events, identifying which structural systems are more susceptible to damage. This diagnosis facilitates the generation of technical recommendations adapted to the local reality. It is concluded that this type of visual assessment provides a fast and efficient method for assessing houses and planning preventive measures against seismic events. This study assesses its efficiency through the Vehicular Turnover Index (VTI), the Occupancy Index (OI), and citizen perception, with emphasis on routes 4 and 6, selected due to the high number of infractions recorded in 2025. Route 4 includes the inter-parish terminal, while route 6 concentrates commercial and educational activity. Measurements conducted over six days show that the VTI on route 4 ranges between 2.25 and 2.90 vehicles per space/day from Monday to Friday, decreasing to 1.32 on Saturdays. On route 6, values range between 4.90 and 5.64 vehicles per space/day, with 3.45 on Saturdays, reflecting higher turnover in areas of intense economic activity. Regarding the perception of the 381 respondents, more than 50% of users employ the system more than three times per week, and 64% take between 5 and 20 minutes to find a parking space. Moreover, 46% use it for work-related purposes and support the implementation of a mobile application for payments and space location. It is concluded that SEMERTAZ has improved parking supply; although, it requires digital optimization and strategies that prioritize effective turnover to strengthen sustainable urban mobility.
