It is based on the needs of taxpayers and the facilities provided by the Tax Administration, to make the collection of taxes efficient, effective and economical. In this sense, from the formative research contained in the Regulation and Manual of the Catholic University of Cuenca, a scheme to fill certain gaps in the field of declarations and training is formulated. In this sense, the objective of the proposal is to implement an online design for tax advice and training as a tool to help the tax administration and for the fulfillment of the taxpayers obligations. Has a Business Model been implemented for the creation of online tax advice and training? The mixed method with quantitative and qualitative approach, of descriptive scope, of non-experimental cut is the anchor method of the present study. Starting, also that taxes should constitute the basic support of the government budget, thus being clear evidence that the income obtained by the state from taxes is strictly used in public resources. The taxable event is of a legal - economic nature established in the law, and must be a function of the tax paying capacity of the taxpayers. The contributory capacity is the first cause for a tax to be born, since no tax can record a person who does not have economic activity. It is worth mentioning that in addition to the design of the innovation that crosses through the research and the development of the stages, it is also presented, as is logical to suppose a run of income and costs with the corresponding economic and financial evaluation. It is true, the work does not contain a business plan since initially it is conceived as an academic argument at this level of innovation.
