Ítem Acceso Abierto Propuesta de gobierno y gestión de TI basado en Cobit 2019 para el Municipio de Cañar(Universidad Católica de Cuenca campus Cañar, 2024) Palacios Garzón, Rene Marcelo; Flores Urgilés , Cristhian Humberto; 0350324125This work entitled " Propuesta de Gobierno y Gestión de TI basado en COBIT 2019 para el municipio de Cañar" [Proposal for Government and IT Management based on COBIT 2019 for the Municipality of Cañar] aims to develop a comprehensive management and governance framework of Information Technologies (IT) based on the COBIT 2019 model. This framework seeks to optimize the technological processes of the municipality, promoting operational efficiency, strategic alignment with institutional objectives, and compliance with international standards. The research begins with a conceptual analysis of IT governance and management, highlighting the principles and objectives proposed by COBIT 2019. Subsequently, a detailed diagnosis of the current state of the municipality’s infrastructure, processes, and IT policies was conducted, identifying deficiencies and critical areas for improvement. As a result of this analysis, a proposal adapted to the specific needs of the municipality of Cañar was designed, which includes documented critical processes, assigned managers, and execution guides aligned with the best practices of COBIT 2019. This proposal aims to strengthen technological management, improve transparency in processes, and promote a culture of continuous improvement within the organization. In addition, the proposed model contemplates the implementation of key performance indicators (KPIs) that will evaluate the effectiveness of the processes and facilitate strategic decision-making in the IT area. Therefore, a dynamic and sustainable approach that can be scaled or adapted to future needs is guaranteed. Keywords: IT government, technological management, COBIT 2019
