This research aimed to develop a manual of permits for high-risk work in MSMEs in the metal-mechanic sector, in compliance with the legal, regulatory, and normative framework in force in the country, to contribute to the control of occupational risks. This study has a qualitative, descriptive, and cross-sectional approach. Bibliographic research techniques were applied, and a survey was conducted to obtain field information. The bibliographic research provided an understanding of the current legal and regulatory framework for occupational safety and health. In contrast, field research revealed that 33% of the metal-mechanical MSMEs do not perform their tasks with safe work procedures, lack occupational risk certification, and have insufficient training in industrial safety measures. In addition, the manual incorporated work permits focused on the activities to be performed and the preventive measures to be adopted.
