    Análisis sobre la regulación de los convenios de cooperación interinstitucional de la administración pública en Ecuador y su posible vulneración del derecho a la seguridad jurídica

    This thesis deals with the legal figure of the inter-institutional cooperation agreement of the public administration and its regulation in Ecuador in the face of a possible violation of the right to legal certainty in this country's legal system. This cooperation mechanism is explored in light of the doctrine and the general principles of Administrative Law, emphasizing legality and legal certainty. At the same time, how this figure is regulated compared to Spanish legislation is analyzed from the central regime's regulatory framework and the decentralized administration level in Ecuador. Finally, two practical cases of Ecuadorian public administration entities are studied to gain first-hand knowledge of the procedures and guidelines established by these entities for the signing, registration, execution, and termination of these agreements based on their discretion and power to issue regulatory acts of administrative nature.
