The objective of this work is to develop a management model to improve this communication system on behalf of citizens. The answered question is how to improve this communication field in such organizations? This research used mixed methodology, quantitative - qualitative. It is an exploratory study where an audit was conducted through observation, the use of digital platforms such as web site and main social networks: Facebook, YouTube, Instagram and WhatsApp. After this diagnosis an in-depth interview was carried out with executives of the studied cooperatives and communication experts. In addition, a survey of perception was applied to the users a questionnaire on object of study. The inquiry was completed in July 2018. This empirical work, based on the main theorists of digital communication, aims to be a contribution for companies dedicated to public transportation in order that, supported by the strategies that are proposed here, these can improve their communication system. The results conclude that there is no communication planning in the researched organizations consequently the need to create a management model is an urgent need.
