Ítem Solo Metadatos El Acto Administrativo de la Comisión de Servicios con un elemento lesivo en contra de los intereses del Estado(Universidad Católica de Cuenca., 2020) Barrera Quintana, Marco Vinicio; Fajardo Romero, Carlos Julio; 1708196017In this research, harmfulness is generated when the maximum administrative authorities revoke by themselves the administrative acts producing rights of the administered ones, without previously observing the due process that value these cases, or what is worse, in determining that the act issued affects the public interest, they do not declare it as harmful, on the contrary it was found out that in many of these situations, the public administration does not perform them, which confirms that there are processes in which the state incurs situations of this type. This action proceeds when it is impossible, in administrative offices, to revoke a firm administrative act, and that generated subjective rights, which are in execution, or have been executed. Then the public administration in order to eliminate an illegitimate act, must go to the court to declare in judgment on the nullity of the administrative act issued by the authority
