Poverty levels have increased in the last five years and have been exacerbated by the current situation as a result of the economic freeze and the hospital crisis caused by the COVID 19 pandemic, which has generated difficulties at the health, social, and economic levels. Public policies are those actions that the State and its decentralized levels of management development to meet the needs of citizens in their different manifestations, which must have an inclusive approach that guarantees the rights of all people, with emphasis on the most vulnerable and priority groups. For this reason, this work aims to analyze the perspectives of poverty and social inequality from a study of inclusive public policies in Ecuador. To this end, a literature analysis was designed, with a theoretical, conceptual, and legal framework that supports the research, focused on social and economic problems, from a public policy perspective. The conclusions reached, allow understanding that poverty and social inequality in recent years has increased, worsening in the year two thousand twenty, as a result of the pandemic. Likewise, public policies have had an inclusive perspective, however, a greater explicit guarantee of rights is required, mainly among the poorest and most vulnerable
