This research was conducted in The Division of Drinking Water in the Guartanchun community to analyze and solve the billing and data registration problems; this process has become increasingly complex in recent years because it involves improving administration. Based on this problem, a prototype was developed for charging and billing operations, thus, streamlining the different processes managed by the Water Council using cloud resources. Scrum methodology was used for the prototype creation, and 4 Sprints were established with different tasks to accomplish; these tasks were set with the Water Council administration, including a deadline for each sprint, which would be performed until the prototype could operate with the agreed requirements. As a result, the prototype can manage the service, collection, and billing processes, permitting the registration of members' information, meters, and sewers, among others. These functionalities were submitted to user feedback to make essential adjustments; however, deploying this software product will require compliance with other aspects of the security electronic billing process
