The main topic of this thesis is Cuenca´s government income and expenses analysis and interpretation during 2010-2011-2012 and its socio – economic impact on the population. These studies pretend to know the constitutional principles related to administration and control in towns governments.\nThis research try to specify the budgetary resources that main government assign to Town governments to accomplish their projects, also this try to show a global perspective of the public spending to accomplish the economic policy and show the GADS investments in benefit to the population.\nIn the 1st chapter this paper will show the GADS town government political, administrative and financial constitutional principles.\nIn 2nd chapter this will specify the budgetary management of town government in which they determine its capacity to achieve the institutional objectives throughout accomplishing budgetary goals established in a certain year.\nThe 3rd chapter will be developed looking for having a general vision or how the public spending is treated, we will refer its evolution during a certain period of time.\nIn 4th chapter we want to show the GADS investments operative plan which will give benefits to the population.\nIn 5th chapter we have developed a budget evaluation that will show the efficiency and effectiveness of incomes and expenses, through the application of KPIS that allow to know its effects before and after the expenditures, and this thesis will end with recommendations and conclusions.
