El estudio examina si el marco legal ecuatoriano de Derecho Juvenil y Penal ofrece herramientas suficientes para lograr la rehabilitación integral del infractor y al mismo tiempo garantizar justicia restaurativa y protección efectiva para las víctimas. Así mismo se evalúa el impacto real de los programas de reeducación y reinserción social dirigidos a estos adolescentes. La hipótesis plantea que los resultados son limitados, debido a altos índices de reincidencia y a una supervisión especializada todavía insuficiente dentro del sistema de justicia juvenil. Por ello la investigación busca identificar fallas operativas y legales que dificultan la aplicación eficaz de estas medidas. Finalmente se proponen ajustes orientados a fortalecer los procesos de rehabilitación, mejorar el seguimiento institucional y asegurar la protección integral de los derechos de las personas afectadas por este tipo de conductas, promoviendo también políticas públicas más efectivas de prevención atención y reparación social en el contexto local, contribuyendo así al fortalecimiento del sistema ecuatoriano de justicia juvenil y a una respuesta más humana responsable y sostenible frente a estas problemáticas sociales.This study analyzes the issue of the effectiveness of socio-educational measures applied to adolescents responsible for sexual offenses in Cuenca. The study examines whether the Ecuadorian legal framework of Juvenile and Criminal Law provides sufficient tools to achieve the comprehensive rehabilitation of the offender while simultaneously ensuring restorative justice and effective protection for the victims. Likewise, the real impact of the reeducation and social reintegration programs aimed at these adolescents is evaluated. The hypothesis suggests that the results are limited due to high rates of recidivism and still insufficient specialized supervision within the juvenile justice system. Therefore, the research aims to identify operational and legal shortcomings that hinder the effective implementation of these measures. Finally, adjustments aimed at strengthening rehabilitation processes are proposed, improving institutional monitoring, and ensuring the comprehensive protection of the rights of individuals affected by these types of behaviors, while also promoting more effective public policies for prevention, care, and social reparation in the local context.
